J. Edgar Hoover založil v roce 1935 FBI (Federální úřad pro vyšetřování) a současně byl i jeho ředitelem téměř 40 let až do své smrti v roce 1972 a prakticky dovedl FBI k její nynější podobě. Byl to svým způsobem i nejmocnější muž v USA, jelikož bylo všeobecně známo, že má ve svém trezoru špínu na téměř každou celebritu nebo vyššího politika. Za svého života bojoval s nejrůznějšími druhy organizovaného zločinu a také byl známý pro svoje sexuální skandály (velká obliba v nošení oblečení druhého pohlaví). Stál v čele zrodu centrálního systému otisků prstů a mnoha dalších. Mimo jiné se o něm vědělo, že mnohdy sám zákony překračoval.
