Americké státní zřízení se ocitá v dramatické situaci: o život populárního prezidenta usiluje radikální frakce, jejíž kořeny sahají do vysokých vládních kruhů, a budovu parlamentu rozechvívá sílící politické zemětřesení. Mezi anarchií a svobodou stojí pouze dva lidé: první z nich, Augustus Gibbons, právě přežil útok na utajovanou centrálu Národní bezpečnostní agentury a je na útěku. Ten druhý, absolvent výcviku u speciálních jednotek Darius Stone, sedí pod přísným dohledem ve vojenské věznici. Gibbons se znovu ocitá v situaci, kdy nutně potřebuje pomoc outsidera - a tentokrát je jeho mužem Stone.
