Bobbyho Maxwella propustili pro přílišnou brutalitu z armády. Založí teroristickou skupinu a vnikne do skladu munice, kde ukradne spoustu zbraní. Při tom těžce zraní policistu, který chtěl krádeži zabránit. Do nemocnice za zraněným policistou přijde i Harry Callahan. Právě byl přeložen z oddělení vražd na osobní oddělení. Umírající je jeho přítel, takže případ bere Harry osobně. Navíc je překvapen, že dostává nového parťáka, novopečenou inspektorku Kate Moorovou. Harry je přesvědčen, že u policie nemají ženy co dělat, a dá to inspektorce jasně najevo. Teroristická skupina Bobbyho Maxwella o sobě dává opět vědět. Na policii vybuchne bomba a Bobby hrozí dalšími, pokud nedostane peníze. Harry a Kate Moorová se ho snaží zlikvidovat a dostanou se tak až do pevnosti Alcatraz, kde začíná boj na život a na smrt...
